3D, and also, technically, 75hz would be flickerless, so technically "best"

120Hz is only going to be useful then if you're computer can get a constant framerate of 120 FPS. Besides that, your eyes can only see motion up to 60 FPS/60 Hz. And the PS3 and 360 only output to a maximum of 60 FPS, I believe.

A better framerate does not mean a better gaming experience. In fact, there is a lot of criticism of high framerates in games. Most critics argue that the brain can plan ahead faster than you can interpret visual information, so 30hz would be better than 60 for gaming because your mind will react faster, e.g., to shooting an enemy coming over the hill at 30hz. Now, they also say that aiming will be better too, because the motion blur of low framerates can better tell your brain where something is going than a fast framerate

Sure, but you aren't able to actually see something happen more than 60 times per second. I don't understand how playing at 30hz will help your reaction times.

75hz is actually the lowest refresh rate usually considered flickerless. The argument is that a lower refresh rate will allow the brain to process less on visual input and more on the actual game. Now, I am not saying that it is widely accepted, but that is the opposing view.

Makes sense,  I guess. But still, having a 400Hz TV is useless if nothing you're using can output at 400 FPS.

Basically, if your computer is outputting at 30 frames per second, and your refresh rate is 400Hz, well, it's refreshing the same frame a lot. 400/30=13.3333333333... So, every frame is drawn 13 times before the next one appears.
