i am using win 7 x64 and the telnet in the cmd isnt working... why?

Right Click the Run program and select "Run As Administrator"

Goto "Uninstall or Change a Program" in Computer, Then on the left panel is "Turn Windows Features on or off", click on that, and in the little box that pops up will be Telnet, check the checkbox next to it, hit OK, restart, and you have Telnet.
