Alright so I just reformatted my computer reinstalled windows xp and downloaded a driver for my montor and got the blue screen of death. Now windows won't boot in normal mode the monitor just stays black and safe mode won't load. What should I do?

Boot into safe mode (if it doesn't work, see if there is a safe mode with low graphics). Usually you press F8 once you start the computer until the options screen comes up. Next, do a system restore to an earlier date.

Safe mode didn't work it just showed some command lines. Should I just reformat that harddrive agian?

No you don't have to reformat the drive when it says format do the option that says quick which basically installs xp without formatting.

Choosing Quick Format still formats the drive. You can install XP without formatting just by selecting a partition without deleting it, and then choosing to install over the existing OS.

Basically, load up the XP disc and install normally. When you get to the part where you choose the partition to install XP to, just select a partition, don't delete anything. It will tell you that there's already a partition there

wait, the disk wont boot.... that has nothing to do with the hard drive.... im sensing some hardware issues....

Well it doesn't boot because:
1) the disk is corrupted.
2) your BIOS is OLD (did they load XP via floppy? lol)
3) you aren't selecting the option from the BIOS to boot from the disk, and it thinks it's still doing it from the hard drive.

Well I was booting from the bios and I reformatted it with dariks nuke and boot and then I reinstalled xp. Why the xp disk didn't work the first time I have no idea. I would have tried a boot floppy but my computer doesn't have a floppy drive.
